§ 15. Special meetings.

  • The mayor may, or at the request of three members of the council, shall, by giving notice thereof to all members of the council, or leaving the same at their usual place of abode, call a special meeting of the council for a time not earlier than twenty-four hours after the notice is given. Special meetings of the council may also be held at any time by the common consent of 5/7ths of the members of the council. In case of a catastrophic emergency, a meeting may be held upon such notice as is appropriate to the circumstances. At such meeting, business concerning only such emergency shall be acted upon.
