§ 18. Failure to vote.

No member of the council shall be excused from voting except on matters involving the consideration of his or her own official conduct or in such matters as he or she may have a conflict of interest as set forth in the existing laws of this state. In all other cases, each council member must cast a vote of aye or nay.
