§ 4. Right of city manager to seat in council.

The city manager shall be entitled to a seat at the council meetings, but shall have no vote therein. The city manager shall have the right to attend all meetings and take part in the discussions of all matters coming before the council, with the exception of those dealing with his or her conduct or performance.
